For almost 50 years, the Council of Europe through a series of documents has been helping to build up a set of rules, principles, and strategies related to culture, environment, ethics, and sustainable development. At the moment, one of the most important aims of the Council of Europe’s agenda deals with the elaboration of the General Principles for the Protection of the Environment and Sustainable Development, as raised in document CO-DBP (2003)2 related to the environmental subject. The intention of the (...) Council of Europe is to encourage national authorities to implement these General Principles into their national environmental policies. These principles should have an important effect, especially in those countries which are new members of the European Union. The primary target of this paper is the study of these principles and the setting of their entailed implications in order to establish a relation between values and policy making. Quite often, the conclusions adopted by the agreements generated within the framework of the European Union are controversial. Therefore, a study aiming to lay the foundations of these principles will make the exchange of ideas easier, providing a wider and more detailed scope in the European environmental policy. (shrink)

The latest advances in quantum computing forced the National Institute of Standards and Technology (NIST) to launch an initiative for selecting quantum-resistant cryptographic algorithms. One of the best-known proposals is NewHope, an algorithm that was initially designed as a key exchange algorithm. In its original design, NewHope presented a reconciliation mechanism that is complex and represents an entry barrier for potential implementers. This contribution presents equivalent schemes in one, two and three dimensions, which allow anyone to make the transition to (...) the 4D NewHope algorithm easier to undertake. In addition to that, the effect of modifying some of the parameters associated to NewHope’s reconciliation mechanism is studied, which has allowed us to propose different sets of parameters that could increase the security of NewHope implementations. We present a dynamic model of the evolution of communication in a Lewis signaling game while systematically varying the degree of common interest between sender and receiver. We show that the level of common interest between sender and receiver is strongly predictive of the amount of information transferred between them. We also discuss a set of rare but interesting cases in which common interest is almost entirely absent, yet substantial information transfer persists in a *cheap talk* regime, and offer a (...) diagnosis of how this may arise. -/- . Many have contended that non-classical logicians have failed at providing evidence of paraconsistent logics being applicable in cases of inconsistency toleration in the sciences. With this in mind, my main concern here is methodological. I aim at addressing the question of how should we study and explain cases of inconsistent science, using paraconsistent tools, without ruining into the most common methodological mistakes. My response is divided into two main parts: first, I provide some methodological guidance on how to approach cases (...) of inconsistent science; and second, I focus on a peculiar type of formal methodologies for the scrutiny of inconsistent reasoning, the _Paraconsistent Alternative Approach_ (henceforth, PAA) and argue that PAA can enhance a more accurate understanding of sensible reasoning in inconsistent contexts. This article identifies philosophical tensions and limitations within contemporary intersectionality theory which, it will be argued, have hindered its ability to explain how positioning in multiple social categories can affect life chances and influence the reproduction of inequality. We draw upon critical realism to propose an augmented conceptual framework and novel methodological approach that offers the potential to move beyond these debates, so as to better enable intersectionality to provide causal explanatory accounts of the ‘lived experiences’ of social privilege and (...) disadvantage. We highlight how Corporate Social Responsibility can be strategically used against the negative perception from earnings management. Using international data, we analyse the effect of CSR and EM on the cost of capital and corporate reputation. Results confirm that CSR strategy is positively valued by investors and other stakeholders. Contrary to EM, CSR has a positive effect on corporate reputation and lowers the cost of capital. In addition, we also find that the favourable effect of CSR on cost of capital (...) is consistently more intense in firms that show signs of EM indicating that the market does not identify when CSR practices are used as a strategy to mask EM. We also demonstrate how institutional factors influence the above relationship. (shrink)

This study examines whether character strengths predict resilience (operationalized as stable or higher mental health and subjective well-being despite an adverse event) over a period of approximately one month during the COVID-19 pandemic lockdown in Spain. Using a longitudinal design, participants (N = 348 adults) completed online measures of sociodemographic data, information regarding their situation in relation to the COVID-19, character strengths, general mental health, life satisfaction, positive affect and negative affect. All variables were measured at Time 1 and Time (...) 2, except for sociodemographic and most COVID-related information (Time 1 only). Time 1 data collection was conducted between March 21, 2020 and April 2, 2020, i.e., approximately the second week of lockdown in Spain. Time 2 data collection was conducted between April 24, 2020 and May 18, 2020, after the Spanish government announced ita intention to progressively release the lockdown. A principal component analysis of character strengths was conducted. Five character strength factors were extracted: fortitude, goodness, intellectual, interpersonal, and restraint. Factor structures at Times 1 and 2 were highly consistent. All character strength factors at Time 1 correlated positively with life satisfaction and positive affect, and negatively with negative affect and mental health at T2 (higher scores in the mental health measure indicate poorer mental health). Fortitude strengths showed the highest correlations. We conducted a series of regression analyses with strength factors at Time 1 as predictors, and mental health, life satisfaction, and positive and negative affect as dependent variables, controlling for their baseline levels. To test the directionality of the relationship between strengths and the dependent variables, all analyses were reversed. All character strength factors predicted an increase in mental health. They also predicted positive affect, with the exception of strengths of restraint. Fortitude, intellectual and interpersonal strengths predicted an increase in life satisfaction. Finally, fortitude strengths, interpersonal strengths, and strengths of restraint, predicted a decrease in negative affect. None of the reversed analyses yielded significant effects. Limitations, implications, and possible character strengths-based interventions aimed at promoting mental health in the COVID-19 pandemic are discussed. (shrink)

The epistemological chasm between how we (implicitly and subjectively) perceive or imagine the actual world and how we (explicitly and “objectively”) think of its underlying entities has motivated perhaps the most disconcerting impasse in human thought: the explanatory gap between the phenomenal and physical properties of the world. Here, I advocate a combination of philosophical skepticism and simplicity as an informed approach to arbitrate among theories of consciousness. I argue that the explanatory gap is rightly a gap in our understanding, (...) but one that is not surprising; and we being observers biased by our first-person perspective and our existence may both hinder and (the realization we have them) assist our reasoning. Further, I unfold the concept of observer into two distinct notions based on its functional and phenomenal aspects, and exploit this device to elucidate the subject-observer relationship. Then, I proceed to analyze the philosophical zombie dilemma. Lastly, I contend that from a skeptical viewpoint, panpsychism (or neutral monism) is the most parsimonious doctrine accounting for the explanatory gap, and suggest that it would be possible to make headway in the hard problem of consciousness by uncovering non-trivial causal relationships between qualia states and functional states, if routine and controlled manipulation of neural circuits were easily available. This original article outlines a theoretical path and posterior critical analysis regarding two relevant matters in modern nursing: patterns of knowing in nursing and commodification contexts in contemporary health systems. The aim of our manuscript is to examine the development of basic and contextual nursing knowledge in commodified contexts. For this purpose, we outline a discussion and reflexive dialogue based on a literature search and our clinical experience. To lay the foundation for an informed discussion, we conducted a literature search (...) and selected relevant articles in English, Spanish, and Portuguese that included contents on patterns of knowing, commodification, and nursing published from 1978 to 2017. Globalization, commodification, and austerity measures seem to have negative effects on nursing. Work conditions are worsening, deteriorating nurse–patient relationships, and limiting reflection on practice. Nurses must develop knowledge to challenge and participate in institutional organization and public health policies. Development of nursing knowledge may be difficult to achieve in commodified environments. Consequently, therapeutic care relationships, healthcare services, and nurses' own health are compromised. However, by obtaining organizational, sociopolitical, and emancipatory knowledge, nurses can use strategies to adapt to or resist commodified contexts while constructing basic knowledge. (shrink)

La novela evidencia y despliega las obsesiones del autor a partir de la compra y restauración de Casablanca, antigua casa ubicada en el barrio Laureles, Medellín, y cifra de un antiguo esplendor, ahora devastado y vencido por el paso del tiempo. La refacción de la casona constituye una empresa utópica que, aunque condenada al fracaso, trasciende el plano arquitectónico y (...) alcanza alturas revolucionarias, políticas, en el delirio narrativo. The novel shows and displays the writer’s obsession from the moment he buys Casablanca, an old house in the Laureles neighbourhood, Medellin, and begins its restoration. The refurbishment of the large house, a symbol of long gone and devastated splendour, becomes a utopian enterprise that, though doomed to fail, transcends the architectural scope and reaches revolutionary, political, heights in the narrative delusion. The enthronement of the Sacred Heart when the house is reopened rises as the possibility to reunite the ghosts of loved ones in a heterotopic party and to dream of winning the battle not only over Colombia, the bad mother country, but most importantly over destruction and death. Thus, the writing becomes funerary, inhabited by remnants and the insurmountable presence of the others, the dead and the animals, who find a welcoming place in remembrance and memory. (shrink)

In this work, we develop and propose an ontological formal definition of time, based on a topological analysis of the formal mathematical description of time, coming from approaches to both quantum theories and Relativity; thus, being compatible with all physical epistemological theories. We find out a mathematical topological invariability, thus establishing a rigorous definition of time, as fundamental generic magnitude. Very preliminary analysis of physical epistemology is provided; likely highlighting a path towards a final common vision between Quantum and Cosmology (...) ontology and human feeling of time. Las expresiones de este socialismo no son homogéneas, convivieron con otras ideas rivales llegando en ocasiones a mezclarse con ellas; y fueron formuladas siempre como respuestas concretas ante los problemas que planteaba cada momento histórico. Desde el socialismo republicano de algunos seguidores de Robert Owen hasta los (...) desafíos que planteó la New Left, las teorías fiduciarias encontraron hueco para abrirse paso en los escritos de estos socialistas libertarian. The objective of this paper is to provide some historical and conceptual keys to understand the history of libertarian British socialism, and its relationship with the fiduciary conception of political power and economic power. The expressions of this libertarian socialism are not homogeneous, they coexisted with other rival conceptions, sometimes mixing with them. Those articulations were always formulated as concrete responses to the problems laid out by different historical moments. From the republican socialism of some Robert Owen’s followers to the challenges exposed by the New Left, fiduciary theory found room to break through in the writings of these libertarian socialists. Este trabajo se propone analizar la reivindicación política del concepto de hegemonía en la obra de Antonio Gramsci en su aplicación no sólo a la descripción de los mecanismos que sustentan la actual preponderancia del ideario neoliberal, sino también a la pretensión de la izquierda política de construir un nuevo proyecto hegemónico que contrarreste sus efectos. Para ello, examina la concepción gramsciana de la ideología en confrontación con el sentido que este término adquiere en el legado de Karl Marx, con (...) el objetivo de evidenciar las discrepancias existentes entre ambos. Sobre esta base, la estrecha alianza que Gramsci establece entre ideología y hegemonía conducirá a mostrar que, desde la perspectiva marxiana, resulta problemático ligar el concepto de hegemonía a las estrategias de la izquierda política para llegar al gobierno e introducir cambios en el funcionamiento del capitalismo que corrijan la situación de injusticia social que éste genera. Background: Treating medication-refractory freezing of gait in Parkinson’s disease remains challenging despite several trials reporting improvements in motor symptoms using subthalamic nucleus or globus pallidus internus deep brain stimulation. Pedunculopontine nucleus region DBS has been used for medication-refractory FoG, with mixed findings. FoG, as a paroxysmal phenomenon, provides an ideal framework for the possibility of closed-loop DBS.Methods: In this clinical trial, five subjects with medication-refractory FoG underwent bilateral GPi DBS implantation to address levodopa-responsive PD symptoms with open-loop stimulation. Additionally, PPN (...) DBS leads were implanted for CL-DBS to treat FoG. The primary outcome of the study was a 40% improvement in medication-refractory FoG in 60% of subjects at 6 months when “on” PPN CL-DBS. Secondary outcomes included device feasibility to gauge the recruitment potential of this four-lead DBS approach for a potentially larger clinical trial. Safety was judged based on adverse events and explantation rate.Findings: The feasibility of this approach was demonstrated as we recruited five subjects with both “on” and “off” medication freezing. The safety for this population of patients receiving four DBS leads was suboptimal and associated with a high explantation rate of 40%. The primary clinical outcome in three of the five subjects was achieved at 6 months. However, the group analysis of the primary clinical outcome did not reveal any benefit.Interpretation: This study of a human PPN CL-DBS trial in medication-refractory FoG showed feasibility in recruitment, suboptimal safety, and a heterogeneous clinical effect in FoG outcomes. This article analyzes the relationship between corporate social responsibility (CSR) decoupling and financial market outcomes. CSR decoupling refers to the gap between CSR disclosure and CSR performance. More specifically, we analyze the effect of CSR decoupling on analysts’ forecast errors, cost of capital, and access to finance. We also examine the moderating effect of forecast errors on relationships between CSR decoupling and cost of capital and access to finance. For a sample of U.S. firms consisting of 7,681 firm-year observations for (...) the period 2006–2015, our empirical evidence supports the idea that a wider gap results in higher analysts’ forecast errors, a greater cost of capital, and reduced access to finance. In addition, our results show that forecast errors enhance the effect of the CSR decoupling on cost of capital and access to financial resources. We also note that external monitoring, in the form of greater analysts’ coverage, reduces CSR decoupling. (shrink)

This article investigates how talk show interviews are brought to an end. The closing process of televised talk shows is analysed and compared with Clayman's characterization of news interview closings. The study concludes that closings in both genres share features relating to the structural organization and the participants' behaviour which can be accounted for in terms of the institutional context in which the speech events take place. Nevertheless, the particular closing structure of each type of institutionally situated talk, as well (...) as its content and style, is genre-specific and shaped by the specific goal pursued in each speech event and by the relationship between the parties to the encounter. Thus, unlike news interviews, the entertainment purpose of talk show interviews ultimately justifies the complexity of the closing structure, its interpersonal content and informal style. The presence of a studio audience also influences the closing format. (shrink)

O reconhecimento é um conceito normativo. Ao reconhecermos alguém como portador de determinadas características ou capacidades, reconhecemos seu status normativo e estamos assumindo responsabilidade por tratar este alguém de determinada forma. O não reconhecimento, neste caso, pode significar privação de direitos e marginalização; em uma democracia pode impossibilitar indivíduos ou grupos de desfrutar o ideal igualitário democrático, por exemplo. Nas últimas três décadas, a reflexão sobre esta categoria se aprofundou e assumiu maior importância no debate entre liberalismo e comunitarismo em (...) paralelo às demandas, por vezes pelas conquistas, de grupos e minorias que se sentem não reconhecidos e se engajam em movimentos políticos através de lutas por reconhecimento. Retomaremos, aqui, o desenvolvimento do conceito de “eticidade” empreendido por Axel Honneth em Luta por reconhecimento, obra fundamental para a reflexão sobre o tema. O autor situa sua teoria no meio termo entre a moral kantiana e as éticas comunitaristas: sua concepção é formal por entender que normas universais são condições de algumas possibilidades, mas é substantiva por se orientar pelo fim da autorrealização humana.
